Why is Utah using the ranked choice ballot?

Utah has been pushing for voting reforms. On March 13, 2018, Governor Gary Herbert signed Utah HB0035 allowing municipalities to pilot ranked choice voting or instant runoff voting. The bill passed the house and senate by an overwhelming majority (89 to 3). This pilot will last from 2019 to 2026.
